Most Chinese restaurant don't dry plates, chopsticks and bowls.
They will simply package them in some plastic film, or store them wet on a shelf!
In fact properly drying plates and bowls would be too expensive for most small restaurant.
And anyway there are very few control from the health administration in China...
Also many Chinese people don't have the same notion of hygiene as we do. In China hygiene is based on believes that are different from our own!
Wet plates and bowls of course could be very unealthy.
Chinese people know. This is why they always pour hot tea to wash plates, bowl, shopsticks before using them!
